Armenia is focusing on a semiconductor strategy

Armenia aims to shift its economy toward high technology—with a specific focus on the semiconductor industry. Following a meeting of the Council of Ministers chaired by Prime Minister Nikol Pashinyan, officials announced new initiatives designed to significantly expand the sector in the coming years.
The government views semiconductors as a key area for positioning itself in global technology markets. In particular, rising demand driven by artificial intelligence applications is reinforcing the strategic focus on this industry.
Building a Technological Ecosystem
The programs presented aim to expand research and development in the semiconductor sector and strengthen engineering capabilities. At the same time, the government intends to create a competitive ecosystem that will be internationally compatible by the early 2030s.
To this end, Armenia is building on existing structures. Officials highlighted the existing research and development centers and plan to expand them in a targeted manner. A particular focus is on training and retaining qualified professionals, who are considered a decisive factor for the sector’s growth.
Deputy Speaker of Parliament Hakob Arshakyan noted that the current plans are based on a cooperation agreement with the United States. This agreement was signed last August and covers not only semiconductors but also fields such as robotics and artificial intelligence.
Focus on AI, Robotics, and Skilled Workers
In addition to the semiconductor industry, related technology fields are also coming into sharper focus. Policy makers view robotics and artificial intelligence in particular as key drivers in global competition.
The government plans to actively attract international skilled workers, define clear research priorities, and intensify collaboration between universities and industry. The goal is to create an innovation-driven environment that will attract new companies and investments in the long term.
Ruben Simonyan, Deputy Minister for High-Tech Industry, confirmed that a comprehensive technology strategy is currently being developed. This strategy is intended to place advanced engineering solutions and digital systems at the center of economic development.
Policy Guidance and Implementation
There is consensus within the government that the new programs must be closely integrated with existing initiatives. The goal is to avoid duplicate structures and ensure efficient implementation.
Prime Minister Pashinyan called on the relevant authorities to further refine the concepts and develop concrete institutional mechanisms. Only in this way, he said, can it be ensured that the ambitious goals are actually achieved.
At the same time, he underscored the strategic importance of high technology for the country’s future. Armenia aims to position itself as an innovative hub in the long term—and views the semiconductor industry as a central component of this transformation.
